The ideal might lie along lines of getting various peoples to police their 
own crazies. The fly in the buttermilk there is ultimate, inevitable 
failure somewhere. What to do as soon as one country or another balks, or 
proves otherwise incapable to follow through? Right away you'd be back to 
invasion and subsequent occupation.
One thing is for sure:  a reasonable man would not sit politely on his 
porch as he watched someone plot his downfall across the street. This 
carnage must stop.
