What the Olympus Ring Cross Polarizer does is a little more sophisticated
than just putting a polarizer over the lens.

It polarizes the light from the ring flash in one  direction, but the part
of the filter over  the lens is oriented in another direction so as to try
and 'block' direct reflections from the flash. Light from the subject which
gets through still originates from the flash, but its polarization has been
changed by the subject.

You can  still  do this on the cheap with two pieces of polarizing film -
one covering the flash only and one covering the lens, but you'll have to
work out how best to orient them for the desired effect.
