With colour film, any colour filter just makes the shot look that colour. So
a red filter makes the shot red, a yellow makes it yellow, and so on. With
b/w film (regardless of if it's normal b/w or c41), you get a different
effect. Objects the same colour as the filter will appear lighter. Objects
that are different colours (particularly on the opposite side of the colour
wheel) appear darker.
As for an IR filter being different than a red filter, yes and no. An IR
filter is generally a very deep red filter. Generally, you'd probably not
use as strong a red filter for normal b/w work.
