That is absolutely true for shutter speed of 1/30s or over, but for shutter
speed of 1/8s or below, it won't work.

That sounds more to me like at higher shutter speeds you won't notice the extra shake introduced by the hands, whereas at slower shutter speeds this extra shake will become critically apparent. In other words, if this theory has any validity it should work at all speeds. The fact is that it is at the lower shutter speeds camera shake has it greatest effect. Indeed, at much higher speeds a bit of shake won't be noticed at all, at least not in casual inspection (to the human eye). This is why it's quite possible to freeze the action at various shutter speeds (relative to focal length) during hand-held sessions.
