Note how the focal length of full-frame fishes changes based on the
dimensions of the film frame to get 180 diagonal coverage across the frame
(645=24mm; 6x6=30mm; 6x7=37mm). The Kowa 19mm circular is for a 6x6; for a
645 it would be approximately 13mm.
All the MF systems I've looked into buying/using have a 180 full-frame
fisheye. In poking through the MF digest archives and other sources, the
desire for 180 circulars is very high. They would be exceptionally
expensive which. How many of those desiring one would be able to buy it?
Affordability within the potential market for them may well be the reason
for the Kowa 19mm being the only production circular.
I've lusted after the 8/2.8 Zuiko. OTOH I've also asked myself how often
it would actually be used and whether that justifies its very high cost.
