At 1/60 or slower, the 2-curtain shutter on your OM is fully open, and
that's when the flash fires. Any faster speed, and your curtains would not
be open - you'd just have a slit moving across - and only a part of your
frame would be exposed. On a leaf shutter camera like the 35RC, the shutter
opens fully at any speed. When your flash fires at 1/250, you are getting
the full effect of the flash (full flash power is achieved very fast), just
as you would at 1/60. Unless you are shooting in bright conditions, the
shutter setting will have no effect on the exposure, as it is only the light
from the flash that is exposing your film.
