There are a number of options.
1 - use an ND filter to make sure the TTL indicated shutter speed drops to
1/30, and use TTL OTF flash. This is the easiest solution, but gives no
control of available light/flash ratio.

2 - Set the camera to manual 1/60, use an ND filter when available light
would overexpose at this shutter speed even at the smaller apertures, and
set the flash to Normal Auto. This gives some control of the ratio. If you
set the Normal Auto aperture to 8 but the aperture on the lens is 11 or 16,
the effect of the flash will be reduced. Pittfalls here is the limited range
of Auto Apertures supported by the T32, and the possibility that the sensor
is influence too much by available light.

3 - Same start as (2) but set the flash to manual, and use a flash meter
(preferred) or the GN formula. This is the most accurate method. Problem
here is that there are only two manual GN's available, limiting your
selection of working ranges. This can be solved a bit by using the T32
Wide/ND set.

: Case number two:  using manual/auto flash with the T-32 hooked up via PC
: cord adapter to a non-Olympus camera (in this case, a Yashica-mat 124).
: What is the best way to do fill-flash in this situation?

You can use methods (2) and (3). Extra advantage is that the Mat will sync
at any speed, so there are more options to influence the ratio. Normally you
don't want 100 0.000000e+00ffect of flash, but a more subtle effect, which is 
done by
using a wider auto aperture than the lens aparture, or a larger working
distance than the GN tells you.

If there is time, bracket with various ratios.

The T32 is not the most suitable flash for fill in. Modern flashes like the
Metz MZ40 support a full range of Auto Apertures and Manual GN's, making
life a lot easier.
