The meter needle itself has nothing to do with the actual exposure, auto exposure is determined by another system. Meter could be on the button while auto is off, meter could be off 4 stops but auto is still correct, etc.

A mechanical device like a galvanometer can go out of adjustment, or be wrong due to weak / wrong batteries. For the meter reading to be wrong, the cds cells could also go bad, but that is more rare. For the camera exposure to be correct, first you set manual curtain speeds, the high manual speeds, low manual speeds, then meter position, then auto exposure.
