If the F280 is on Manual, isn't it just like any other flash
with a GN of 28? That is, it shouldn't vary with shutter speed.

No. The OM-3Ti can, however (not with the F280 but with a T flash)

The latter; you must use the GN formula which is rather complicated for the
F280 since it varies with the shutter speed.
The best you can do if you want slow synchro and some automation is to use
normal auto computer flash (not available on the F280 but on the T flashes
and most third party flashes).

The guide number does not vary with shutter speed. It varies with
film speed. The flash setting is "Manual". For ISO 100 it is 28 in
meters or 91 in feet. Set the shutter to 1/60 second or slower and
the camera on manual. Divide the guide number by the focus distance
to get the aperture.
The FP manual says the "Normal" setting can operate with the OM4T at
speeds of 1/60 second or slower. That is the TTL setting. It says to
set an aperture that will result in a shutter setting of 1/60 or
slower.
