For cheap, check out garage sales, flea markets, and auctions (eg bankrupt 
studios).

Check a tripod's strength & rigidity by leaning on it hard, & twisting it 
strongly. Ask the salesperson first - if s/he objects, don't even consider 
that one.

It's very nice to have a height so that you can look thru the viewfinder 
easily - without ever using an extended centre column. Repeated stooping 
hurts! 

Can you change the legs' height easily & reliably?

If you can afford it, wood & carbon fibre damp vibrations.

And where will you use it? If you're backpacking up 3,000 metres, you may 
want a 1 Kg short tripod. If you're staying in the studio, a 20 Kg 80-year-
old wood tripod will absorb all vibrations.

Avoid plastic. It changes, breaks, stretches.
