I think they use the Navy base... all 'exchanges' are similar to a variety
discount store, i.e. K-Mart or WalMart, with the 'Commissary' a separate
store for food. Prices are often just slightly better than WalMart, etc. but
they don't normally charge state sales taxes... in CA that saves ~7.50n
everything.

Overseas exchanges often have items that are not available in the US, like
Rolex watches, high-end camera gear i.e. Leica, Nikon, Hasselblad,
Bronica... I remember lusting after the items in the AAFES overseas catalog
while my Dad was in Viet-Nam. While he was assigned there we could order
from the catalog, except that as a 16-year old kid I couldn't afford
anything anyway... and him being over there wasn't worth anything they had
in that catalog anyway!
