Does the lens stop down properly when attached to a body?  You can check it
by setting the shutter speed to B and tripping the shutter.  Move the 
diaphragm through all its settins and see if they look correct.  If they
do, then the problem lies somewhere in the lens mount.  It's possible the
DOF step down lever has been bent.  The DOF lever should rest up against the
diaphragm coupling lever.
