The OM-4T manual (and I would presume, the manuals for the 4Ti and the 3T)
says that the F280 set to Super FP mode works at shutter speeds ABOVE 1/60
second.

As on page 62-63:

"4. Set the mode switch to SUPER FP.
5. Set the camera mode to AUTO.
6. Select an aperture that results in a shutter speed faster than 1/60 sec."

I thought the whole reason for the F280 flash with the T series cameras was
to do just that... sync at >1/60th. Is that not what this is saying?

Nope, all of the single and double digit bodies (including the 4T) have 
a flash synch speed of 1/60 sec. The Om-707, 101 and OM2000 are the only 
bodies with higher synch speeds.
The highest is the OM2000 at 1/125th. It's also the only one that fully 
supports regular OM System lenses. It does not, however do TTL flash 
with the T series flashes or the F280.
