Goldberg was with Popular Photography from 1966 to 1987. I must have
read most of the Norman Goldberg-Michele Frank authored test reports
Popular Photography published over those years and I would have to say
"not to my recollection."  It was the only time a reference was made to
using a lens hood. I'd bet you that Goldberg (not of Rube fame) saw that
35-70mm f/3.6 lens hood design and said to himself: "I wonder if this
works as good as it looks?"

The center of the testing hemisphere was horn-like. It flared back and
was internally painted jet black, thus his dead black center measuring
area.

Worth mentioning that lens flare is caused by more than just the coating
on the elements, although that is all most folks seem to focus on. There
are also issues of blackening of lens element edges, presence or absence
of flare baffels within the lens, exposed silver or brass helicals,
reflectivity of the diaphragm blades, etc.
