 One important thing -- get around on foot as much as possible. For years
I'd take the tube around central london, then one time I decided to walk for
a change, and it's actually a lot smaller than it seems. Most of the big
tourist stuff (st.pauls, museums, buckingham palace, hyde park, etc) are all
walkable from one another in an hour or so, and you'll see a lot more stuff
on the way than you will on the underground. 

 This will get you seeing a lot of stuff. One other hint, depending on how
you're doing for time, is to take one of the tourist ride-on buses. Sure, it
sounds dumb, but I was surprised at how much stuff they pointed out that I'd
never seen before, despite having been going to London for years -- if
you've not been there before, it's a good way to get a fairly rapid overview
of a lot of area, then you can go back to the places that seemed interesting
that afternoon / the next day.

 Oh, don't forget to see (ride, if you can make it) the eye in the sky. Far
too many photo ops from up there, not to mention that the thing itself is
pretty impressive.

 Surrey is accessible on the train from central London, probably no more
than a couple of hours out;  Manchester (heck, pretty much anywhere on the
mainland, and france, for that matter) also on the train, more like 3-4
hours, I'd reckon.

 You'll want a wide lens, definitely; possibly wider than the 28 if you can
manage it, because the streets are narrow and you can only get so much
distance away from things. (for instance, unless I missed something, you
can't fit the front of St.Pauls in with a 28mm (ignoring shift issues),
there's stuff in the way before you can back up far enough).
