You have my commiserations, but you failed to mention that  none of
these penalties is apparent until you have committed yourself to the
next step.  You don't know of the rate of exchange scam until you
have used them for the purchase and try to get hold of your money.

I have said before: PayPal used unfair contract terms and does not
inform you of their terms of service until it is too late and you are
committed.  In the UK the Office of Fair Trading would take a keen
interest in their business and you could recover your money under the
Unfair Contract Terms legislation.

I use PayPal (now I have an account) only when absolutely necessary,
and I make the costs clear whenever I agree to use them; the buyer
would have to pay the extra cost of using them, a stipulation most
people make, it seems, when they include PayPal in their eBay spiel.

PayPal is convenient, but the cost takes some dealing with. I am trying to
understand all the fees that apply to me; but I still haven't got an
answer from
them about why they use the exchange rate table they do. That is a hidden
significant cost.

I will be investigating other ways of paying.  Now I understand why most
sellers on German eBay do not use PayPal.
