Uhm, I think you got those switched.

Contrast in this case is specification of the quality of the resolution measurement. It's like the "tolerance" of mechanical measurements.

The lower the measured contrast, the greater the measured resolution, generally with a Gaussian relationship.

Nope, my numbers are correct, you've got it backwards when it comes to film resolution testing. High contrast ratios, as in black and white targets, will always result in higher resolution than lower contrast ratios, as in everyday scenes.
