In the F mode a constant, continuous light level is put out. It is not
quenched by the OTF. A filter will reduce the flash output relative to
the ambient light since the OTF will reduce the shutter speed letting
in more ambient light. Of course moving the flash away by itself will
accomplish the same thing.
