I like Technidol best for ISO 25 but HC110 will also work
at ISO 25 when using dilution F which is 3 cc of HC110 concentrate to 300 cc 
water.  Be sure to use acid stop bath
if you are recycling the Fixer.

Technidol is best if you want normal or low contrast, but you can
get moderately high, but still pictorial, contrast out of Tech
Pan using T-Max developer, rating the film at EI 200 to 400.

EI 400, and http://www.phred.org/~josh/photo/TechPanCrop.jpg is a
small section of that negative, scanned at 2400 dpi. The grain is
visible, unlike the grain using Technidol at EI 25, but is still
extremely fine, and the film still gives wonderful skin tones and
extended red sensitivity.
