A friends computer was having this problem. I believe it was actually
caused by "spyware". There's some particularly obnoxious stuff with
names containing xupiter or gator.

You might try doing a google search for spybot. It doesn't block all the
garbage but it will probably help you find what's been drive by
installed on your system.
