I received this letter also...

My speculation is that it is related to John Foster in some way (mainly due
to the UK origin) and I purchased his book on the Pen F series (great book,
by the way!). I'm undecided on whether to sign up for this 'circle', it
seems mosly you get four newsletters a year for UKP20 to the USA. If the
newsletters are researched and written by John Foster, it may very well be
worth the cost just for the newsletters...
