It could range from simple disruption of service, or a coordinated effort to
'derail' the movent of goods vital to businesses. Don't forget that
passenger trains run on some of the same rails as those coal (and other
commodities) carriers. It could even be a diversion.... I hate to think of
what the extended cost is when a train derails. It just ain't pretty out
there....
