Carried on CBC news the other day was a piece about an elderly lady in New
York who was slowly climbing the steps to a museum or to city hall or to
some other civic location. She was entirely minding her own business and
disturbing no one. She was ticketed by a policeman for loitering. The news
commentator carried the tid bit that NYC was in such dire financial straits
that the police had been advised to think of every way possible to raise
ticket fine revenues. Despite her protestations the elderly lady was not
granted any respite and had to pay the penalty. The police in Canada do not
ticket the elderly for being slow on their legs.
