But shouldn't it be able to format a card even if the format on it may be
invalid?

Card has to formatted by the camera, not windows, for it to work.

On the subject of digital has anyone experienced a problem with smartmedia
memory and the E10 or E20 cameras?  I have a relatively new smartmedia card
- 64 Mb - (I primarily use a compact flash card, but needed the extra
memory).  The images displayed properly on the E10. I shutdown the camera,
removed the media card and used an external reader only to discover that
the card had nothing on it!  I used some utilities to eventually pull some
of the photos off the card, but lost most of the better ones.  Now the E10
will no longer recognize the card and will not format it.  I tried WinHex
to reformat the card on the reader by replacing the format with the format
from a known good smartmedia 64Mb card, but the camera still refuses to
recognize the card.  I can read and write to the card without a problem on
the PC using the card reader, so I don't see anything wrong with the card
itself.

Any clues on this problem?
