The meter should NOT change reading when tapped! It should move smoothly and easily as the aperture and speed are changed. Tapping firmly with a finger causes it to wiggle a little, but come to rest where it was. Whether it was not completely fixed before or has gone bad since, it is clearly not working properly. There is dirt in the meter housing, broken pivot jewel, bent or out of place spring, etc. etc., causing friction in the meter mechanism. Who fixed it, and when? Do you have recourse to them?

My understanding is that this was daylight and you switched from higher speed and wider aperture to lower speed and smaller aperture to get motion blur. If so, this is not a case of the meter not being correct in low light, but of exposure not being correct at low shutter speeds and/or small apertures. My experience with the OM-1 meter is that it is accurate down to about the point where I can't see the needle anyway, so further low light range is academic anyway.

In addition to Jim's speculation about shutter speed accuracy (there are 3 different mechanical shutter mechanisms for dfferent speed ranges, so it can be right on at one set of speeds and off at others.), there could be a problem with the aperture reporting and/or stop-down mechanisms in lens or camera or the mechanism that conveys aperture and shutter settings into the meter. These are less likely than speed problems, but possible. The OM-1 seems like a simple camera, particularly to those who trust mechanical over electronic, but the whole process of TTL exposure involves several subsustems and components.

Either instance suggests that a CLA and repair of this body might be needed... and 
you know where to send it <g>.

If it is still under warranty, you should look for further repair or refund. If it was not an Oly specialist, you may need to avail yourself of John or Clint's services.
