FWIW, he claims it's "policy" and that he doesn't have any choice. If true,
his supervisor knows.

What Bill says is also true - many people making management decisions don't
have a clue as they get almost no direct experience and feedback from
customers. Honest, polite and informative customer feedback is one of the
most valuable things you can get if you are providing goods or services.
