Actually, in Canada, health care is a provincial responsibility.  The Feds got 
involved just a few decades ago with so-called "dove-tail" legislation (the 
Canada Health Act and various supporting Orders in Council) which essentially 
bribes provinces with money to adopt a uniform set of standards across Canada.  
And the drug insurance I mentioned in a previous post is private insurance -- 
the provinces don't generally insure citizens for the cost of prescription 
drugs, except in special cases (physically or mentally handicapped, exceptional 
needs for rare and expensive drugs [on a case-by-case basis, which always makes 
for great stories of indignation on the part of the media], etc.).
