I believe surcharges are only illegal in the US for direct credit card
purchases. PayPal would probably NOT qualify, as the charge is to PayPal and
not the buyer. They 'fund' their account on credit and then pay you from the
balance. Discounts ARE legal.  Gas stations used to offer a 4 cent cheaper
price for gas.

All that aside, it sure is unethical.

Just say no.
