I just glued together a plaster decorative column that a student damaged 
while he was moving it.  I used regular carpenters glue, know also in the 
USA as white glue or "Elmer's" glue.  I believe one of it's main 
ingredients is milk.

Although it is water based, it did not soften the plaster, but soaked into 
the pores in it and held the cast together.  I did drop pieces and cause 
more damage while trying to add the last piece, resulting in about 10 
pieces to repair rather than the 3 we started with.
