It depends so much on where you are and how used to people they are. I 
met one in Yosemite Valley that paid no attention at all to any 
distractions. That included people. It was clear it had no interest, 
positive or negative in me, but was perfectly willing to walk over me if 
I stayed in its way. There was a baiated bear trap waiting for it a 
couple of campgrounds down.

Well, now, that depends too. Back when I spent time hiking in the 
Sierra, I had friends who encountered a resourceful pair of bears. They 
would wait uphill from a stretch of the John Muir trail/superhighway. 
When hikers were below them, they would charge. Hikers would usually 
abandon their packs as they fled. The bears would then dine at their 
leisure.
