I don't have a 3021, but can answer some of the questions.

I have a shutter release dangling in my white plastic clip as a matter 
of course. The hex opening is for adjusting the tightness of the leg 
locks. When the lock is released, the nylon is strong enough to tighten 
or loosen the recessed hex heads in the leg lock assemblies. This clip 
is not intelligent enough to know which way is up.  Consequently, it 
doesn't care.

My larger Bogen tripod has two 3/8" threaded holes up at the top. One 
has a short bolt with a hole through the head and a split ring through 
it to hold one end of a carrying sling. (I think this came with it?) The 
second has a 1/4" => 3/8" tripod screw adapter screwed into it and a 
spare quick release plate screwed into that. I don't know if that's 
exactly what Bogen meant them for (their instruction sheets are near 
useless), but that's how I find them quite useful.

Can't help on the center column. Mine is quite different.

Bogen replacement parts are readily available and amazingly reasonable 
in price.
