Lead acid batteries like in cars and some sealed high capacity batteries 
do indeed have acidic insides and baking soda, in solution or paste, 
works well on leaks from them. Other battery chemistries have different 
electrolytes. The common Alkaline batteries used for so many small 
battery uses are exactly what the name says, alkaline, and leak alkaline 
electrolyte. Thus the specific for cleaning up after them is a mild 
acid, and vinegar is perfect. That's why you get such vigorous bubbling 
when cleaning out dried electrolyte from these batteries with vinegar.

That would do no little or no good for the dried leakage from alkaline 
batteries. It is a wonderful solvent for all sorts of grease and greasy 
dirt, but not for this use.
