Think about it a moment. You are designing the circuit. It is really 
easy to simply have it wait until sufficient light has been sensed and 
release the 2nd. curtain in TTL or simply hold the shutter open for the 
time calculated based on the light level sensed when the spot buton was 
pressed. In order to pick specific speeds, you actually need more 
circuitry and programming to correctly pick a specific shutter speed 
from a list. In other words, it takes more design complexity to make a 
system with a higher average exposure error. So of course nobody did that.

The dots in the viewfinder resolve to 1/3 stop, but they are just an 
approximation of the actual stepless speeds in auto.
