Sounds like 'bona vacantia' - the principle whereby no property can be
ownerless, but if the owner can't be identified, it reverts to (over here,
at least) The Crown (Her Majesty).  Except in the Duchies of Lancaster,
whose Duke is ... Her Majesty, and Cornwall, whose Duke is HRH Prince
Charles.

It's clearly the only 'proper' way of doing things.

BTW within the definition of bona vacantia fall internet domain names owned
by companies which have been dissolved.  Nice to see that a 1000 year old
practice keeps up with the times - at www.auctionurls.co.uk.

Keep in mind though that for example most banks say if you don't contact
them for 5 years, your money becomes theirs. I believe California responded
by telling the bank if the bank takes the money they have to give it to
California.
