It's almost certainly fungus if the "spokes" are like spider webs. The
question is: Is it active or the remnants of fungus attack long ago?
$71 is a good price, as most go for $125-150, but if you expected a lens
without these issues, I'd return it. OTOH, you could negotiate a discound of
$20-30 and call it even.
