It's a VOR (VHF Omni Range) installation; the part of an ILS that provides a
bearing to a given station or waypoint. It transmits both an omnidirectional
signal and a directional signal, and the difference in phase between the two
allows a receiver to determine the bearing to the station. There may be more
to it; that's all I remember.
