In a way, yes. It's to overcome some of the deficiencies in the
yellow, magenta and cyan dyes in the negative by providing an
"opposing" colour that's destroyed when development takes place. For
example the complement of cyan is red, so the mask in the cyan layer
will be a reddish colour. During development, cyan dye is liberated
where exposure has taken place and the red dye is destroyed. Where
little or no cyan dye is liberated, the red dye remains and this
effectively increases the colour contrast of the cyan layer.
