Well well, that *is* interesting.  Here are the answers to your questions,
Steve:

How does this work? Like a shift lens on a camera but without the optics.

And what else do you need to make it workable? The optics - which, it seems,
the same seller already has listed!

What you didn't ask is "What is it?"
It's a parallax-correcting lens mount for a 50mm focal length projection
lens on a Carousel 35mm slide projector, used when you have a multiple
projector set-up to correct for the projection-equivalent of the convergng
verticlas effect seen in camera when taking photos of tall buildings.
