I think the best 'budget' photo editor on the market right now is
Photoshop Elements 3. You can upgrade your PSE2 to 3. PSE3 has many of
the excellent features of PS CS and the tools work the same way. If
you ever upgrade to the high-end package, you take your learning with
you. PSE3 is a big jump over PSE2 and worth getting, IMO. A very nice
package.

I use both PSE3 and PS CS
