This is what I recommend:

-  Save your file as a TIF file as the archive copy;
-  Size your image to 800 pixels on the longest dimension using 
Bicubic, (or Bicubic Smoother, or Bicubic Sharper with PS CS);
-  Finish your Curves or Levels adjustment if necessary;
-  Use a bit of Unsharp Mask if you need to;
-  Finally, save the file as a .jpg with as high a quality as your 
desire file size will allow.

You don't need to adjust the resolution as that affects only the output 
to a printer.  As Tom Scales pointed out some years ago (in 2000?), 
changing the resolution makes no difference to the saved file size; 
that makes sense if you think about it.
