My question is:  How long has this been going on? ... (humm it if you 
know it...)

Does this partially explain why (for film at least) testing for actual 
speed rather than published ISO/ASA is necessary?  Yes, I know there are 
other factors such as equipment, chemistry, etc.  But how much a factor 
is this (12%) against those other factors?  In any event, it seems to 
mandate careful testing and calibration.
