I tend to be in the purchaser first group on this one, not because I 
want to leave open the possibility of trashing an awkward customer, 
tempting though that is, but because I consider the end of a 
transaction to be the moment at which the buyer is happy and not when 
the seller has received the payment. Often when selling I only know 
this point has been reached when I receive buyer feedback. If a buyer 
contacts me by email and tells me that s/he is happy, then I'll leave 
feedback immediately and politely ask them to do the same if they 
haven't already. I also make it clear during the transaction that I 
will post feedback 'when I know that you are happy' and will refund or 
negotiate if they are not, if they have good reason (that is, beyond 
the 'I've changed my mind and my wife hates it' type of idiocy).
There are any number of unreasonable individuals on both sides out 
there and the only way of combatting that is with good will, very good 
communication (polite and quick) and with a level of flexiblity because 
no two transactions are ever the same. These factors transcend any 
rigid etiquette or 'policy.'
