Methanol (Methyl Hydrate) works best to dissolve the old foam.  You should
be able to find it in the paint section of most hardware stores.

There's no need to replace the foam, just leave it out.  A small strip of
black electrical tape will suffice if you're really intent on replacing it
with something.
