A couple of years ago I had the same problem; my IS-3000 just locked up 
(just outside the guarantee period).
Olympus Denmark had a fixed price for IS-3000 repair; 1300DKK = just over 
200USD (fortunately I could deliver it personally, as they are only 10-15 
minutes down the road).
I decided that a properly repaired camera was the best bet; however it 
failed again within a week. The second fix was done in a few hours. Problem 
was, I believe zoom/focus motors. I read that Olympus had had a bad batch of 
motors from a third-party supplier, but I got no rebate! The camera has 
performed flawlessly since (as has my daughter's, which she got repaired 
just before the guarantee ran out, due to a noisy focus motor...).
I have subsequently bought a used IS-3000 as a backup, which also performs 
perfectly. That cost me 950DKK = 150USD, including a B-300 extender lens. 
The price of a used IS-3000 seems to have fallen further in Denmark; 
however, there is always the risk of getting a camera with a dicey motor...
