I think the fundamental problem with cell phones and driving is that the 
party on the other end has no notion of your situation in the car.  If 
you were talking to a passenger in the front seat and a traffic 
situation arose which suddenly demanded your full attention and possibly 
emergency action your passenger would recognize it and shut up until the 
situation was past.  The other end on the cell phone has no such 
awareness and may continue on demanding your attention.  During that 
brief period before you finally decide that you must ignore the other 
party all hell might break loose.  Hands off head sets can't do anything 
to help that situation.
