Surprisingly, New York state is redeveloping its canal waterways as part 
of a federal project.  I say surprisingly, becaause NY is, IMO, not very 
foreward thinking in solving its problems of re-inventing itself as a 
place where business and people can flouirsh.  We suffer a very high 
taxation rate, especially property taxes.  I laugh when people around 
here talk about the "high taxes" in Canada... as the Canadian and 
Ontario economies move forward while NYS whithers.  Here's an article
