Please allow me to disagree. If you know what you're looking for, you can 
economically "build" a fine ride for a very reasonable amount of $. Local 
charity thrift shops receive numerous bicycles every year and 'sell' them 
[accept donations] for very reasonable prices... $2-to-$15. I've built several 
bikes that compete favorably with $300 new models for less than $50. 
 
Just sold a Schwinn Varsity that rode like a dream and cost me $33. Currently 
building a flat bar "fixie"conversion 1980's Univega Pacearrow that so-far has 
set me back $3. Don't look for 'good bikes' in these situations, look for good 
parts. Most trashies have something you can use... the flat bars for the fixie 
came from a bent frame mountain bike... cost - $0.50. The un-used parts go to 
the recycling (no joke intended) center.
 
And for a change, something on-topic, I've found lots of good OM pieces at 
those thrift shops.

Yes I need to look into that option some more. Should clarify though,
I'm not looking at building the bike myself. One of the bike places
here sells used bikes but will add some new parts to build the bike
that you want (and obviously depending on condition). So far I'm
figuring new brakes, saddle and shifters would be the main things I'd
be looking for. Other upgrades would depend on price.
