You can either startle everyone with your flash or accept blurred people
during your long exposure natural light photo. The only other
alternative is very high ISO but, no matter what you're shooting it may
not be fast enough. Each case will probably be unique. Depending on
the restaurant you may be able to bring up the interior lighting to help
but I wouldn't count on it. Daylight from windows will be too bright at
the windows and falling off too fast toward the interior. It will be
more hindrance than help.
I would shoot the restaurant at night and use multiple flash to light
the background and keep the restaurant from looking like a cave. Of
course, if you shoot the restaurant when it's empty you won't have
trouble with people in blurred motion. On the other hand, I don't think
the existing incandescent or fluorescent light is likely to make a very
good photograph. Again, very dependent on the individual case.
If you're going to use multiple flash it could take a long time to find
an acceptable lighting setup. Not feasable with people present so you
need to get your lighting setup done with the restaurant empty which
could be done hours or days ahead of time. Then just walk in, do a
quick setup, yell smile y'all, fire a couple of shots and you're done.
Since this is a public place there may be no problem with model releases
for those who are recognizable in the photo. However, that's an area
where I have no expertise to guide you. Maybe that's a reason to shoot
an empty restaurant or maybe just the owners and staff.
