Yes, but that would be the actual shipping cost, not the cost that the
seller charged you for shipping.

For example, take a $50 item and assume the normal shipping cost is
$5. The total would be $55. Now if the seller sells you the item for
$30 and charges you $25 for shipping you are still paying the same $55
before any taxes or duties are applied. But, now the taxes and duties
are being applied on an item with a declared value of $30. If the
shipping cost is added to that total then it's still only based on a
$35 item, not a $55 item.
