Entirely credible. I am about to do just that for a block of IP addresses
in Romania, whence emanate all manner of eb*y phishing scams. The *only*
source of them, moreover - enough, already.

I suspect a sysop in the Netherlands got some trouble from folks in certain
address blocks and simply blocked access from whole address blocks, so folks
with SBC and Verizon as ISPs can't get through.
